An event on the topic “National Leader Heydar Aliyev is the Author of the Independent Constitution of Azerbaijan” was held at the State Social Protection Fund (SSPF).

The Constitution of the independent Republic of Azerbaijan, prepared under the leadership of the Great Leader Heydar Aliyev and adopted on November 12, 1995, is a perfect supreme legal document that ensures social development and declares guaranteeing a decent standard of living for citizens as one of the highest goals of the state.

This idea was emphasized at the event held at the State Social Protection Fund (SSPF) under the Ministry of Labour and Social Protection of Population. Representatives of government and non-governmental organizations, as well as members of parliament, attended the event.

Rashad Mustafayev, Deputy Minister of Labour and Social Protection of Population, highlighted that the independent Constitution of Azerbaijan, authored by the National Leader Heydar Aliyev, laid the groundwork for the protection of human rights and freedoms in the country, and that the Constitution declares everyone’s right to social security. He also noted the successes of social reforms carried out in the country in recent years under the directives of President Ilham Aliyev.

Zaka Mirzayev, Chairman of the Board of SSPF, emphasized that the National Leader Heydar Aliyev shaped the country’s social development strategy. It was noted that from 1993 to 2003, more than 60 legal documents were signed by the Great Leader Heydar Aliyev, during which the average monthly amount of pensions and allowances increased eightfold, and the average monthly wage increased sixfold.

Member of Parliament, Deputy Chairman of the Labor and Social Policy Committee of the National Assembly Elshad Musayev, Chairman of the Public Council under the Ministry Elshad Mammadov, and other speakers emphasized that the Constitution of the Republic of Azerbaijan, authored by the Great Leader, encompasses the concept of a social state. It was noted that the Constitution declares the responsibility of the Azerbaijani state to improve the welfare of the people and each citizen, ensure their social protection, and maintain a decent standard of living. Steps taken to strengthen social protection of the population were discussed.
