A new Decision of the Cabinet of Ministers introduces amendments to the “Rules for assigning, calculating, recalculating, transferring between types, and paying labour pensions.” These amendments aim to enhance citizen convenience and improve operational efficiency in assigning pensions under concessional terms.
Individuals working underground, in specific fields of the arts, or in workplaces with particularly harmful and difficult conditions are eligible for early, concessional pension assignment based on a certificate issued by their employer.
According to the new amendment, if the enterprise no longer exists and the certificate cannot be provided, the person’s occupation will be assessed against the “List of Productions, Professions, Positions, and Indicators Granting the Right to an Age Pension under Concessional Conditions,” approved by the Cabinet of Ministers. Based on this, the relevant period of employment will be included in their concessional work record, granting early pension eligibility.
Calculation of such concessional work experience will rely on records from the “Labour and Employment” subsystem regarding the individual’s employment contract; in other cases, entries in the employment book or a certificate from the State Archive will be used.
Additionally, under the new Decision, when calculating the pension of individuals who receive service allowances and continue working, whichever amount—salary-based or pension-capital-based—is higher will be granted to the citizen. Other improvements and harmonization adjustments to the pension assignment rules have also been made.
