A meeting on “Ensuring transparency in the social protection sector and the implementation of electronic solutions” was held with civil society institutions at the DOST Agency, under the Ministry of Labour and Social Protection of Population.
The meeting was attended by Anar Aliyev, Deputy Minister of Labour and Social Protection of Population, Professor Elshad Mammadov, Chairman of the Public Council under the Ministry, and representatives of NGOs.
A.Aliyev emphasized the reforms carried out in recent years in the areas of labour, employment, and social protection in line with the implementation of the “2022-2026 National Action Plan to Strengthen the Fight Against Corruption”, approved by Decree of President Ilham Aliyev. He highlighted the importance of ensuring transparency and preventing situations that could foster corruption. It was emphasized that the DOST Concept, initiated by First Vice President Mehriban Aliyeva, enables the provision of social services based on innovative approaches, ensuring full transparency and aligning with citizen satisfaction.
Information was provided about the achievements in the broad application of e-technologies in state social services between 2018 and 2024. It was mentioned that over 90 percent of the Ministry’s 160 services had been digitized, with 145 services now available electronically. It was also noted that, since 2019, more than 50 proactive services had been introduced, allowing social payments to be made via the e-system without the need for application or document submission. The improvement of the operational mechanism of the “142” Call Center and steps taken to ensure public participation in the Ministry’s activities were also discussed. It was emphasized that the Ministry’s official website provides open information about all social programs, including their implementation mechanisms and application procedures.
E.Mammadov highlighted that the services provided at DOST centers and the broad application of e-technologies in the social sector contributed to improving the quality, agility, and transparency of services.
Presentations were made on anti-corruption measures in the social protection sector, the DOST Concept, and the implementation of electronic solutions. It was noted that in recent years, many international standards, including the ISO 37001 certification for anti-corruption management systems, have been awarded to the Ministry's institutions. Comprehensive information was provided about the application of electronic solutions.
It was also noted that all services of the Ministry are presented in a registry format on the e-social portal. The search algorithms on the portal's main page have been further improved, ensuring the rapid and accurate presentation of results.
Information about the Ministry's “Social Bot” project, the registry of professional and qualification standards, individuals receiving assets under the self-employment program, and more have been integrated into the e-social portal. In line with the goal of increasing transparency, work has been done to regularly update the information about the Ministry’s services on the government services portal.
The advantages of the "Labour and Employment" subsystem, which provides flexible and transparent access for labour market participants to employment services, were also discussed.
The meeting included discussions on the mentioned topics, and feedback and suggestions were provided.
