Attention Employers
Under this programme, the salaries of individuals employed in these positions will be financed through unemployment insurance funds.
The State Employment Agency under the Ministry of Labour and Social Protection of Population has launched a programme to finance salaries for jobs created beyond the established employment quota.
The programme is designed for employers who wish to create additional job opportunities aimed at increasing the employment of persons with special social protection needs or those facing difficulties in finding work.
The categories of people considered to have special social protection needs or difficulties in employment include persons with disabilities, members of martyrs’ families, young people under the age of 20, single parents raising one or more children, parents raising children with disabilities, individuals with five or more children, persons within two years of retirement age, formerly incarcerated individuals, and former internally displaced persons.
For jobs created beyond the quota, the salaries of employees hired through the local branches of the Agency or DOST centres and employed under a labour contract for at least two years will be covered by the unemployment insurance fund.
All organisations, regardless of ownership type or organisational-legal form (except those included in the “List of Enterprises Exempt from Quota Requirements”), may apply to participate in the programme.
Requirements for jobs created beyond the quota:
- These jobs must be created at the employer’s expense or from other lawful sources;
- They must not be existing permanent vacancies or jobs formed by dismissing previous employees;
- These job openings must be entered into the vacancy database;
- Employers who have fully met their quota obligations may apply to create additional jobs beyond the quota and register through the following link:

Applications will be reviewed, and a decision will be made within 15 working days.
