A Joint Action Plan for 2025–2030 has been signed between the Ministry of Emergency Situations of the Republic of Azerbaijan and the Ministry of Labour and Social Protection of Population to ensure the rights of persons with disabilities in the prevention, preparedness, and mitigation of emergencies.
The document serves the purpose of fulfilling the relevant obligations arising from the UN Convention on the Rights of Persons with Disabilities.
According to the Action Plan, awareness-raising activities on emergency behavior rules will be implemented for persons with disabilities and their caregivers.
Furthermore, training sessions will be organized to further enhance the knowledge and skills of the Ministry of Emergency Situations’ rescuers and firefighters in providing assistance to persons with disabilities, and opportunities for applying modern technologies and methods to handle calls from persons with disabilities to the “112” emergency hotline will be explored.
The document also provides for early warning systems for persons with disabilities, including SMS services and informational applications, exchange of information on rehabilitation and social service institutions during emergencies, as well as their evacuation, registration, temporary accommodation, and other related measures.
