Flexible working hours will be introduced on a two-month pilot basis, starting from September 15, 2026, in state bodies located in Baku and surrounding areas, as well as in legal entities owned by the state or in which the state holds a controlling stake, and public legal entities established on behalf of the state.
Working hours in these institutions will be organised under three different schedules: 08:00–17:00, 09:00–18:00 and 09:30–18:30, provided that at least 30 percent of employees work under each schedule.
During this period, traffic congestion will be assessed by the relevant state bodies, and based on an analysis of the pilot results, final proposals regarding the working schedule will be prepared.
It should be noted that the organisation of working hours based on a flexible working schedule is being implemented in accordance with the relevant task set out in the “State Programme for the Improvement of Transport Infrastructure in Baku and Surrounding Areas for 2025–2030”, approved by an Order of the President of the Republic of Azerbaijan.
