The families of the heroic sons of the Motherland who were martyred during the 20 January tragedy of 1990, as well as persons with disabilities related to the 20 January events, have been covered by social protection measures by the state.
In the 1990s of the last century, by the Decree of the National Leader Heydar Aliyev, the honorary title “20 January Martyr” was established, and upon the instruction of the Great Leader, important measures were launched to ensure the social protection of the families of the 20 January martyrs and persons with disabilities related to the 20 January events. President Ilham Aliyev’s special attention and care for vulnerable groups of the population have enabled the strengthening of these measures year by year.
Over the past period, the Ministry of Labour and Social Protection of the Population has provided 143 apartments to the families of the 20 January martyrs and persons with disabilities related to the 20 January events, and up to 100 cars to persons with disabilities related to the 20 January events.
Citizens in this category are provided with the President’s monthly allowance, and in addition to this allowance, persons with disabilities receive a monthly pension or monthly benefit. Also, those who care for persons with disabilities due to 81–100 percent impairment of bodily functions are paid the President’s monthly allowance.
The regular upward dynamics in the mentioned social payments continued last year as well. Within the framework of the next social reform package implemented in 2025, the President’s monthly allowance for martyr families was increased to 700 manats, and the President’s monthly allowance for persons with disabilities related to the 20 January events was increased to:
- 600 manats for 81–100 percent impairment of bodily functions,
- 500 manats for 61–80 percent impairment,
- 400 manats for 31–60 percent impairment.
The benefit for persons with disabilities was also increased accordingly to 300 manats, 250 manats, and 180 manats. The President’s monthly allowance for care provided to persons with disabilities due to 81–100 percent impairment of bodily functions was also increased and set at 120 manats.
As a result of the 5 social reform packages implemented over the past 7 years, the President’s monthly allowance has increased:
- 2.3 times for family members of the 20 January martyrs,
- 3.5 times for persons with disabilities related to the 20 January events,
- 2.4 times for those caring for persons with disabilities due to 81–100 percent impairment of bodily functions,
and benefits for persons with disabilities have increased 4.6 times.
As a result of these reforms, pensions have also seen a steady increase, with the average monthly pension increasing 2.6 times to 543 manats, including the average monthly old-age pension increasing 2.5 times to 578 manats.
Persons whose disability has been determined in connection with the 20 January events are also provided with rehabilitation services and rehabilitation aids. In the country’s legislation, a number of privileges and benefits have also been defined for family members of martyrs, as well as for persons whose disability has been determined in connection with the 20 January events.
