Based on the instructions of President Ilham Aliyev, the social protection system in our country is being strengthened year by year, and another step has been taken in this direction since the beginning of the current year: pensions have been increased by 9.3% through indexation. In the first quarter alone, funds allocated for pension provision increased by 200 million manats compared to the same period last year, reaching 2 billion 53 million manats. At the same time, funds directed to other social payments have also increased.
This was stated at the regular board meeting held at the Ministry of Labour and Social Protection of the Population. Minister of Labour and Social Protection Anar Aliyev emphasised that, alongside ongoing efforts in the field of social protection, active labour market programmes are being expanded year by year. He noted that ensuring employment for residents resettled to the territories liberated from occupation is one of the Ministry’s main priorities.
It was reported that, in close cooperation with employers, programmes such as job placement, self-employment, vocational training, labour fairs, co-financing programmes, and others are being implemented and continuously expanded. Within the framework of the “Great Return” programme, employment has already been provided for 9,470 able-bodied individuals among those resettled to these territories. In addition, 807 individuals have established small family businesses under the self-employment programme, while 432 people have been involved in vocational training courses.
It was also noted that, in order to align labour supply and demand in the labour market and to develop a competitive workforce, more than 300 occupational and qualification standards have been prepared over the past year, and more than 1,600 in recent years. It is planned to increase this number to 1,800 this year.
Reforms carried out this year to improve the legal framework regulating labour relations aim to create mechanisms that ensure stronger protection of workers’ rights, regulate labour relations based on flexible and socially oriented principles, and incorporate new concepts into the legal framework in line with modern requirements. Measures implemented to protect the rights of persons with disabilities and to enhance their integration into an inclusive society were also discussed.
The meeting also addressed progress in proactive pension assignment and noted that the Ministry will continue to expand the digitalisation of social services and broaden the scope of social payments assigned proactively. Additionally, work carried out in the areas of international relations, internal control, and audit, as well as future tasks, were discussed.
