Under the new Law “On Amendments to the Labour Code of the Republic of Azerbaijan,” approved by President Ilham Aliyev, a change has been introduced to ensure the periodic review of the minimum wage, considered an effective instrument of social protection.
The Head of State also signed a Decree on the implementation of the Law of the Republic of Azerbaijan dated February 13, 2026, No. 354-VIIQD, “On Amendments to the Labour Code of the Republic of Azerbaijan,” and on amendments to the Presidential Decree dated April 15, 1999, No. 122, “On the Implementation of the Law of the Republic of Azerbaijan on Approval, Entry into Force of the Labour Code of the Republic of Azerbaijan and Legal Regulation Issues Related Thereto.”
Within the framework of consistent social reforms carried out in recent years on the instructions of the Head of State, significant increases in social payments have been achieved. These reforms have enabled the minimum wage to increase 3.1 times.
The new legislative acts add a provision to the Labour Code stipulating that the amount of the minimum wage shall be reviewed by the President of the Republic of Azerbaijan, based on proposals from the Cabinet of Ministers, at least once a year.
This amendment represents another step in improving national labour legislation in line with international standards and creates conditions for the continued positive dynamics of increasing the minimum wage in Azerbaijan, which ensures the minimum living standard of employees.
It should be noted that in accordance with the Law “On the Subsistence Minimum,” the minimum wage is a social norm determining the lowest monthly wage level for unskilled labour and services. The monthly wage of an employee who has completed the monthly working time norm and fulfilled their labour function may not be lower than the minimum wage established by the state.
Certain technical amendments have also been made to the Code.
