A family whose average monthly income is lower than the aggregate of the need criterion for each family member is considered a low-income family.
Low-income families whose average monthly income is lower than the sum of the criterion of need for each family member for reasons beyond their control, have the right to receive state social assistance. Those reasons include:
Criterion of need is a threshold approved for each year together with the state budget for the purpose of determining targeted state social assistance depending on the living minimum for the main socio-demographic groups of the population.
The amount of social assistance is calculated as the difference between the average monthly income of the family and the sum of the criterion of need for each family member.
The average monthly income of the family is found by dividing the income of the family during the last year by 12 months.
Family income is a sum of all types of income of family members, including gifts given to family members, income from property, real estate, and income in cash and in-kind received or can be received from family household.
Social assistance is granted for a period of 1 (one) year from the 1st of the month in which the application is made.
Social assistance is paid once a month to the card account in the name of the representative of the low-income family in the full amount and without cash.
